During an active threat, remember: Avoid, Deny, Defend.
AVOID the threat
- If Indoors
- Pay attention to your surroundings.
- Have an exit plan.
- Move away from the source of the threat as quickly as possible.
- The more distance and barriers between you and the threat, the better.
- If Outdoors
- Run in zig-zags or use indirect routes.
- Use cover – trees, walls, vehicles, landscape features.
- Get inside a safe building if possible.

DENY if you can’t get away
- If Indoors
- Keep distance between you and the source.
- Create barriers to prevent or slow down a threat from getting to you.
- Turn the lights off.
- Remain out of sight and quiet by hiding behind large objects and silence your phone.
- If Outdoors
- Hide behind thick cover.
- Stay low, quiet, and out of sight.
- Silence your phone.
- Stay near edges, not in open areas.
- Remain out of sight and quiet by hiding behind large objects and silence your phone.
Defend against the threat
- If Indoors
- If you cannot Avoid or Deny, be prepared to defend yourself.
- Be aggressive and committed to your actions.
- Don't fight fair; fight for your life.
- If Outdoors
- If confronted, commit to action.
- Use improvised weapons.
- Create distractions and target vulnerable areas.
- Work together with others.
When police arrive, keep your hands visible and avoid sudden movements; follow officers’ instructions immediately, and do not run toward them.
